How to create a reporter profile?

I'm trying to create a reporter profile on the link that I have it in README.txt of fraudrecord-whmcs.zip

If I try to open that link, than I have this error:
Error: Page Not Found

so... how to create a reporter profile?

This is the correct link. We forgot to update it in the file
