Add a "0" option for value.

I think adding the option to assign a value of "0" would be a good idea for informational purposes. It would be good for when you want to report something suspicious but not increase points against a user.

Example:

A client provided a fake phone number (000-000-0000), we discussed this with them and they contend that they do not own a phone. We do not want to ding them with any points if they do not really own a phone (unlikely, but possible).

That can lead to some issues. Sharing info about a client who didn't commit any fraud could be interpreted as violating your own terms of service. However we are already working on developing the next generation of our service, and we will take this into consideration, it might be implemented after all!
