Title: FraudRecord Messages verification

Hello,

When I go to My Messages > Send a message , I have to complete an verification challenge to send my message.
The message will be recorded in my outbox if I keep the option.

If I go to a member profile and click "Send PM" I will be redirected to the same message form.
However, I'm not sure if it is a bug, I noticed that if I click on the "Email" button of the Members List, I can send messages without verification.

Is sending messages without verification a but or a feature? Can you still do it?
