I noticed one of our internal billing accounts, that usually doesn't get an address or IP associated with it, had this FraudRecord report associated with it:

Yes,  this is a bug about "empty string" being reported and queried. We are working on the issue and a solution will be ready soon.

i can confirm the same issue.
